In response to "Strengthen And Improve International Communication" and to create a professional cross-border communication platform in the context of globalization in 2023, The New Emerging Countries International Media Forum (hereinafter referred to as "THE NEW Media Forum") is scheduled to be held in Deyang, Sichuan Province, China and Manila, Philippines from March 31 to April 2, 2023.

Indigenous COP29 : A Just Climate Transition Must Include Indigenous Voices

Background of the meeting
On the afternoon of November 18, 2024, the side event titled "Lessons and Experiences Sharing on Transitions from Coal: Case Studies of Coal Regions" was successfully held during the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29). To promote sustainable and smooth decarbonization transitions in coal regions, the Shanxi Coshare Innovation Institute of Energy & Environment (Coshare), in collaboration with Agora Energiewende and the Gansu Green Camel Bell Environmental Development Center, invited experts from various countries to share best practices in just transitions. Case studies from Shanxi and Inner Mongolia (China), Poland, Latin America, Kazakhstan, and the Philippines were highlighted. Yang Keyue, a research assistant from Green Camel Bell, participated in the event and presented the "Indigenous Peoples' Declaration on Responding to Climate Change," emphasizing the importance of including Indigenous voices in the just transition process.

Global Practice Sharing for Just Transition in Coal Regions

In the opening speech, Prof. Huang Zhen, academician of the Chinese Academy of Engineering and director of the Institute of Intelligent Energy Research of Shanghai Jiao Tong University, proposed that China has built up a "1+N" policy system to support the realization of NDC goals through a series of implementation programs in a number of fields and industries, and to promote the systematic change in the mode of development, industrial structure, energy structure, and social attitudes. Changes in development mode, industrial structure, energy structure and social concept. At present, we are facing an unprecedented green energy transition from fossil energy to new energy, and we must make strenuous efforts to realize the goal of "double carbon", and constantly think about how to change the energy structure and realize green transition.

In his speech, Dr. Dirk Messner, Director General of the German Environment Agency, said that Germany had strengthened its renewable energy supply since 2015, for example by building wind power stations, solar photovoltaics and a grid system compatible with renewable energy infrastructure. Public and private investment and innovative development structures are very important in the process of just transition, and the German government has to actively transform its investment structure to promote the transition of coal regions in a just way.

Keynote Speech: Sharing of Transformation Practices in Central European Coal Regions
Shanxi Province, China

Prof. Yuan Jin, Chairman of the Coshare, introduced the achievements and challenges of energy transformation in Shanxi Province in recent years. As a pilot province for comprehensive energy reform, Shanxi is committed to increasing the proportion of non-fossil energy consumption to 12% by 2025 and further to 18% by 2030. In terms of a just transition, Shanxi has focused on promoting job placement, fostering replacement industries, strengthening ecological restoration, and facilitating a just transition with a series of key measures and financial guarantees, focusing on four key areas of new energy, new industries, new environment and new life, and has made new progress.

In order to further realize a fair and just green and low-carbon transition, Prof. Yuan Jin proposes that we can start from both the employment population and funds, continuously enhance the inclusiveness of economic development policies, expand market-driven employment opportunities, and establish a re-employment platform for coal workers; at the same time, we can actively seek special funds for a just transition, and encourage financial institutions to innovate their financial products, so as to strengthen the integration of finance and a just transition.

Dr. Joanna Makowiak-Pandera, Chairwoman of the Management Board of Forum Energii (Polish Energy Forum), said that Poland is now one of the fastest countries in the world in terms of energy transition process, but Poland's main coal-producing regions are facing huge social challenges including high unemployment rate. As next year's EU Presidency, the Polish government will structure its energy-related investments to continuously improve the definition of energy security, so that more people can enjoy the benefits of renewable energy.

Round-table discussion: Best practices and safeguard mechanisms for addressing climate change in different regions

The roundtable discussion, moderated by Ms. Yang Zhou, Program Director of Local Energy Transition in Agora Energiewende, invited experts and scholars from Environmental Defense Association of the Americas (EDAA), Philippine Climate Justice Movement (PCCJM), Environment and Development (ED), Agora Energiewende, Energy Research Institute (ERI) of Peking University (Peking University), and Green Camelot (Green Camelot), to present their experiences and practices of just transition and climate mitigation and adaptation in coal regions such as Latin America, the Philippines, China, and the United States. The experts and scholars from Latin America, the Philippines, China, and the United States, respectively, will present their practices on just transition and climate mitigation and adaptation in coal regions.

Mr. Javier Dávalos Gonpere, External Advisor to the Inter-American Institute for Environmental Defense (AIDA) and Associate Researcher at the Comptons Institute for International Studies (ICEI), pointed out that Latin American countries have made important progress in regulating the authorization and implementation of mining and energy projects, describing the ecological problems resulting from the expansion of one of the largest coal mines in Colombia. He also mentioned that developed and developing countries could cooperate on and utilize just transition funding, while listening to the needs of local communities and working together to develop and improve the criteria for applying coal mine closure and decommissioning.

Dr. Yang Lei, Deputy Director of the Energy Research Institute of Peking University, introduced the cooperation between Peking University and Inner Mongolia in the energy transition, arguing that public awareness and support are crucial to carrying out the energy transition work, and that it is important to explore the establishment of new business models in the future, so as to make the renewable energy more economically beneficial. Dr. Yang suggested that in the face of the challenges of a just transition, international stakeholder cooperation could be strengthened to help workers in coal regions achieve capacity enhancement through skills training.

Kazakhstan

Dr. Tatiana Ranshina, head of the power system transformation project at the Agora Energiewende, said that Kazakhstan started developing new energy sources a decade ago, and the share of solar and wind power generation now accounts for 5.5 percent. A responsible body should be established to bring together government departments, coal companies, universities and social organizations to develop a timetable for coal retirement and related policies. Kazakhstan's major coal-producing regions need to actively diversify their economies, protect the rights of coal workers, and help them find "greener" jobs and compensate them accordingly. In terms of energy infrastructure, there is a need to increase the construction of infrastructure such as power grids and energy storage facilities.

Ian Rivera, National Coordinator of the Philippine Movement for Climate Justice, mentioned that the Philippine government does not have a clear plan for fossil energy decommissioning, and that coal-fired power generation has resulted in the Philippines having one of the highest electricity prices in Asia, and that many communities are unhappy with the health effects of coal-fired power plants and have even filed lawsuits. Mr. Kakhaber Bakhtadze, Project Manager of Environment and Development (END), presented the importance of climate adaptation in addressing climate change in Georgia, which has already achieved the target of 80% renewable energy in the energy mix, but the country is highly affected by climate change, including natural disasters (flooding causing damage to mountainous areas), infrastructure damage, and coastal erosion due to rising sea levels, which have a huge impact on the lives and property of the local population. Highlighting Indigenous Voices in Climate Action

During the event, Yang Keyue, a research assistant from the Gansu Green Camel Bell Environmental Development Center, delivered a speech centered on the Indigenous Peoples' Declaration on Responding to Climate Change. Yang emphasized the profound role of Indigenous communities in global climate strategies, stating:

· Indigenous peoples, while representing only 6% of the world's population, sustainably manage 80% of the planet's remaining biodiversity. Their deep connection to land and eco-centric cultural practices provide invaluable insights into sustainable land use and biodiversity conservation.
· Indigenous communities merge traditional knowledge with modern science to address climate crises. Through workshops, storytelling, and educational efforts, they build resilience while preserving cultural heritage.
· A just transition must include Indigenous voices, with policies protecting land rights, ensuring equitable access to climate resources, and upholding land sovereignty. As Yang remarked, "Indigenous knowledge is a cornerstone for global climate solutions and equitable progress."

Finally, Yi Chen, Deputy Director of the Climate Works Foundation, concluded that the side event brought together perspectives and experience-sharing from different parts of the global climate community in an effort to accelerate the transition from coal regions. Ensuring fair, equitable, and sustainable development in coal regions has become central to the transition from fossil fuels to net-zero global emissions by 2050. In order to achieve this goal, all stakeholders, including policymakers, industry participants, think tank experts, and non-governmental organizations, need to actively collaborate to engage in open dialogue and innovate solutions, as well as enhance communication to the public community to strengthen public awareness and gain public support for the energy transition.

This side event provides a communication platform for coal regions around the world, connecting regions at different stages of just transition and facilitating the exchange of best practices and experiences. In the future, Coshare will continue to deepen its communication and cooperation with coal regions to form region-specific just transition programs and make positive contributions to accelerate the clean transition in major regions around the world.
